Rochelle Rajasakran | PR ENG


With 16 years’ experience in traffic engineering and transportation planning projects, Rochelle is a multi-skilled, professionally registered, principal civil engineer.

Her extensive and diverse traffic and transportation modelling experience includes microsimulation model development, meso-scopic models for toll
feasibility analysis, public transport planning, network development, financial modelling, operational planning and traffic engineering.

Her career has included employment at Keeve Steyn, the National Roads Authority in Ireland, Vela VKE Consulting Engineers and Goba (Pty) Ltd, and she has worked on formidable roads projects for eThekwini, Johannesburg, Tshwane and Msunduzi Municipality, as well as Cork, Ireland.

Wiehan Küsel | PR ENG


Wiehan is a professional civil engineer and SANRAL-certified bridge and culvert inspector with 11 years of holistic structural engineering experience, particularly in bridge design.

Starting out his career in transportation planning at Vela VKE Consulting Engineers, he then followed his passion for structural design within the company, gaining experience in bridge and culvert design. After being appointed as section manager of the Bridge Department in Pretoria, he then moved to SNA Civil & Structural Engineers as senior bridge engineer.

Throughout his career, he has gained expertise in reinforced, pre-stressed and post-tensioned concrete and structural steel in bridge design. He also has
experience in various abnormal load clearance assessments across Southern Africa.

Haneem Isabirye


Haneem is a civil engineer with over 10 years’ experience in flood hydrology analysis and the holistic management of water, sewer and stormwater systems. She was initially involved with flood hydrology and dam yield analysis, and water reticulation design at Ninham Shand (Pty) Ltd.

Moving on to Goba (Pty) Ltd, she gained experience in mining surface infrastructure design. She then worked as an assistant project manager on various wastewater treatment projects at Hatch-Goba (Pty) Ltd and Aecom (Pty) Ltd, later joining MPA Consulting as a design engineer responsible for project delivery and client liaison. Her most notable projects include Ethekwini’s R1.6 billion asbestos-cement water pipeline replacement project and the water and sewer design at Transnet’s 16Mtpa Manganese Expansion Project.

Over and above project delivery and client liaison for MPA, Haneem has recently also been responsible for all aspects of hydrology and drainage and some project management functions on major SANRAL road projects.

Mercy Ramabulana


Mercy is the company’s human resources and business development director. Equipped with over 18 years of human resource management, she has expertise in HR Strategy, the entire spectrum of HR functions, management and industrial relations.

She currently serves as a non-executive director for Jones & Wagener Engineering & Environmental Consultants and a director of Namerc Consulting. She previously served as a non-executive director for Malani Padayachee & Associates; as business unit HR manager for Stefanutti Stocks; as group HR manager at Goba (Pty) Ltd, and HR & industrial relations officer for East Rand Water Care Company (ERWAT). In 2013, she founded and served as managing director of an HR and recruitment company, Azmerc Consulting, a position she still holds.

Mercy’s many strengths include a sound track record of understanding and managing diversity in the workplace, excellent people skills and the ability to develop strong relationships with people. Not only is she responsible for HR within Merchelle’s, but she will also be actively involved in managing self-development, mentoring and support of new recruits.

Llewellyn Pike | PR ENG | PR CPM

Llewellyn has enjoyed over 38 years of experience within the consulting engineering industry, particularly in roads and transportation, in which he has become a recognised and respected figure. Having worked with a wide range of clients, including national and local government, municipal and metro authorities, scheme developers and contractors, Llewellyn’s field of expertise includes business development and marketing, client liaison, feasibility studies, design development, construction supervision and project management.

As previous chief operating officer of Goba, a title he held for 10 years, Llewellyn has also played leading roles in various major multi-disciplinary transportation-related projects, several of which were award-winning, e.g. the iconic Nelson Mandela bridge, the Harper Road bridge in Bedfordview - which utilised a world-first bridge rotation technique - and, more recently, the Gauteng Freeway Infrastructure Programme (GFIP) for SANRAL.

Llewellyn has taken on the role of chief executive officer of Merchelle’s Collective. He has always had a passion for developing and empowering staff and, as an ardent proponent of Ubuntu, these are practices he will certainly continue in Merchelle’s. In addition, Llewellyn will be responsible for the roads discipline within the company.

Bill Kennedy | PR ENG

Specialist Consultant

For the first 10 years of his career, Bill Kennedy was involved in the road design of many national, provincial and municipal roads in South Africa. Later, he developed a greater interest in traffic and transportation engineering and has practised in this field of engineering for the last 30 years. He has directed and managed numerous transportation and traffic studies in South Africa, many of these being of a mega-investment nature. Having been involved with the Department of Transport in the development of South African toll roads in the early 1980s, he gravitated further into this field during the late 1990s, as a result of Government’s desire to develop toll roads in South Africa by way of public/private sector partnerships.

Whether performing the role of consultant to governments while developing state-run toll roads or acting as a traffic and toll advisor to private sector companies when bidding for toll concession contracts, his recognised experience in this field has led to his continued active involvement in many of the toll projects he initially helped to develop. He has published several papers on toll roads, transportation modelling, transport needs and transport funding.

As a previous director of both Keeve Steyn and Goba, Bill has worked with most of our team before. With his broad experience in the roads and transportation environment, Merchelle’s is utilising Bill’s valued experience for specialist input and review functions. Someone of Bill’s calibre will be a valuable member of our team, further enhancing our quality of service.
